Setup
Secretly deal roles: each player receives an identity card assigning them to a Mafia family or the police faction.
Place territory tokens in the center of the table and distribute starting resources (money and influence) based on player count.
Shuffle the action deck and deal an opening hand to each player.
Determine turn order randomly.
ROUND STRUCTURE
Each round has two phases: first Negotiation, then Action.
NEGOTIATION
Players talk, promise, and make deals freely. No agreement is binding — betrayal is part of the game.
ACTIONS
Each player secretly plays an action card. Cards are revealed simultaneously and resolved in order.
Control territory
Take or defend zones on the map
Gain resources
Accumulate money or influence
Eliminate rival
Attack another player
Reveal identity
Expose another player's role
SCORING AND END
Police score points by arresting Mafia members; families score by accumulating control and money. Every 5 rounds the score is checked. The game ends when the deck runs out or one side reaches the target score.
Victory conditions
The Mafia families win if they accumulate enough wealth and territory before time runs out.
The police win if they identify and eliminate the leaders of all families.
At the end of the game, each player reveals their role and points are tallied by faction.
