Setup

  • Place the center board on the side corresponding to the number of players.

  • Overlap the shift order letter in the upper left corner.

  • Place the resources in the rondel spaces on the center board.

  • Shuffle the expansion tiles and place them in three columns by type (4 for 1-3 players, 5 for 4-5 players)

  • Shuffle the demand tiles and place one on each expansion tile

  • Place the year marker in the first box.

  • Reveal 3 project cards (1-3 players) or 4 (4-5 players).

  • Leave the deck of agenda cards face down in your space.

  • Form the pool of upgrade tiles: 1/2/3 per type according to 1-2/3-4/5 players.

  • Each player takes: personal board, main core, 12 stations, 8 activists, 32 rails, markers and 2 general improvement tiles.

  • Each player draws 2 agenda cards, chooses one and reveals the other; the starting order is determined by the value of the revealed card.

  • In turn order, each player places their main core on a station space on the board.

STRUCTURE OF THE GAME

Phase I — Income

Each player receives, in order of turn: money from the station track + chosen bonus from the bonus track + reward in order of turn

Phase II — Actions

Each player advances the pawn to the rondel clockwise and executes 1 action. Each year consists of 3 complete rounds in the round robin

Phase III — End of year

Upon completion of the 3 turns, the turn order for the next year is recorded (the pawn is deposited in the rightmost possible position)

THE ROUND

Advance the pawn

The active player moves forward 1 or more positions clockwise and performs 1 of the available actions on the space he stops on

Cycle marker

Passing through the stopwatch box moves the cycle marker down 1 position

End of the rounds

When the marker reaches the final position, the player places the pawn on the turn order card and plays no more turns this year

Areas of the round

The 6 zones allow: build, deploy activists, get blueprints, activate upgrades, get files/energy/cones, buy rails, build stations and rails, get neighborhood badges

Archives

They are used to place expansion tiles, get agenda cards, participate in projects and build tracks/stations

Plans

They are used to get upgrades and build stations

Energy

It is used to increase building capacity and get demand tokens

CONSTRUCTION OF THE METRO LINE

Station

An octagonal piece in a station space. You must have sufficient construction capacity

Core

Two stacked octagonal pieces. It provides more income and points than a simple station

Rails

They connect station spaces. You need to buy them first. They must depart from the Terminus (last station) and arrive at another station space

Simple routes

Light Grey: Can only be built by 1 player

Double routes

Dark Grey: Can be built by up to 2 players

Connection with rival

If the rail reaches another player's station, they both receive a bonus and that stop becomes the active player's new Terminus

EXPANSION TILES AND DEMAND FILES

Expansion tile

City buildings: green (residential), blue (commercial), red (industrial). You must have a station or core on at least one vertex of the plot and the color must match

Demand sheet

Hexagon on a tile. Can be claimed if the player has stations/cores in the indicated district; as many stations as accumulated tokens of that district are required

ACTIVISTS AND OBJECTIVES

Project cards

Public objectives with 3 levels. At least 2 activists must be deposited in a row on the card. Once placed, they cannot be moved until the end

Agenda letters

Private goals with 2 levels. Having the card grants the base level; placing an activist unlocks the upgraded level. Each player starts with 1 card and can get up to 2 more

Activists

They move freely between personal dashboard, expansion tiles and agenda cards. They are immobilized when they arrive at a project letter

IMPROVEMENT TILES

General improvements

2 face down tiles per player. They are activated when certain spaces of the capacity track are reached. They allow building cores and opening a second branch

Specific improvements

6 improvements to general booking. They are obtained with an action and a cost. A player cannot repeat the same upgrade

FINAL SCORE

Points for stations and cores

For each station or core located at the vertices of an expansion tile

Points for demand tiles

Increasing value for each token accumulated in the personal board

Points for project cards

If the line meets the level reached in the letter

Points for agenda cards

By the base or improved level of each card

Coin Points

Each remaining coin is worth 1 victory point

Victory conditions

The player with the most prestige points at the end of the 3 years wins
